前言

近日，上海市全面推进“15分钟社区生活圈”行动联席会议办公室召开2023年度行动工作推进会暨培训交流会，并发布了《上海市“15分钟社区生活圈”行动工作导引》（以下简称《工作导引》）。

《工作导引》由四部分构成：

一是总则，是对“15分钟社区生活圈”行动基本概念、指导思想和基本原则的说明，并明确了导引对象为本市开展生活圈行动的城镇及乡村地区。

二是目标愿景，按照全市“十四五”期间推进生活圈行动的十二项重点任务，以“五宜”为框架整合提出目标导向和具体标准。

三是行动指引，围绕生活圈行动的关键环节，明确行动的任务内容、技术要点和成果要求。

四是相关附件，包括社区行动蓝图样稿、年度行动计划样表以及乡村社区生活圈场景引导等内容。

基本概念

15分钟社区生活圈

在市民慢行15分钟可达的空间范围内，完善教育、文化、医疗养老、休闲及就业创业等基本服务功能，形成“宜居、宜业、宜游、宜学、宜养”的社区生活圈，构建以人为本、低碳韧性、公平包容的“社区共同体”。

城镇社区生活圈以街道行政边界为范围，一般规模约3-5平方公里，服务常住人口约5万-10万人。乡村社区生活圈结合行政村边界划定，以便民服务中心为核心承担行政管理等职能，一般规模约3-5平方公里，服务人口约100-500户；以自然村为辅助单元，配置日常保障性公共服务设施和公共活动空间，一般规模约1平方公里，服务人口约30-100户。

15分钟社区生活圈”行动

以街镇为工作单元，持续推进以社区党群服务中心 (站、点) 为主体的社区及以下级公共服务设施等各类规划建设运维，凝聚各方力量，共创治理机制、共商社区需求、共谋行动蓝图、共建社区家园共享建设成果、共维治理成效，增强市民的获得感、幸福感、安全感。

目标愿景

《工作导引》提出，上海市“15分钟社区生活圈”行动的目标愿景为：以全体市民的获得感为最高衡量标准，实现“宜居、宜业、宜游、宜学、宜养”的愿景。

“15-minute Community Life Circle” Action places the entire citizenry’s sense of gain as the supreme standard and realize the vision of “suitable for living, working, relaxing, learning and well-being.”

宜居

Suitable for living

提供可负担、可持续的社区住房供应体系、健康舒适的居住环境、全龄友好的配套设施，保障社区公共卫生、韧性安全，依托智慧手段引领生活方式革新。

“15-minute Community Life Circle” Action encourages communitiesto ofer an afordable and sustainable supply system of communityhousing, healthy and comfortable inhabited environments, all agefriendly facilities, and to ensure community public health, resilienceand security, to carry forward the reform of lifestyle based on smarttechniques.

宜业

Suitable for working

提倡社区为就业人群创造更多的就业机会，提供更多便捷共享的运动、学习和休闲服务。

“15-minute Community Life Circle” Action encourages communitiesto create more employment opportunities and ofer more convenientsharing services of sports, learning and leisure for the employed.

宜游

Suitable for relaxing

强调社区休闲空间丰富多样、体验多元，社区出行慢行友好、低碳便捷，社区文脉和风貌得到良好传承。

“15-minute Community Life Circle” Action emphasizes that thecommunity leisure space is varied, the experience is diversifed, thecommunity travel is slow-friendly, low-carbon and convenient, and thecommunity context and landscapes are well inherited.

宜学

Suitable for learning

提供便捷可及的全年龄段学习空间，提升社区文化氛围和人文体验。

“15-minute Community Life Circle” Action encourages communities toprovide accessible learning space for all ages, and improve the culturalatmosphere and humanistic experience of communities

宜养

Suitable for well-being

保障全生命周期的康养生活，实现机构养老更专业，居家养老更舒适。

“15-minute Community Life Circle” Action encourages communitiesto ensure the healthy life of the whole life cycle, to achieve moreprofessional institutional care and more comfortable home care.
